2. Step 1 should refer to the organisation's weaknesses and threats, not just the opportunities.
3. Although it is laudable to reduce the implementation process to five seemingly simple steps the actual processin most organisations I am aware of is a little more complex.
4. I also wonder about the order of these steps, specifically setting benchmarks should come at the beginning.
